Russia has launched a program to train teenage social media influencers to produce pro-war content, according to multiple reports. The initiative, allegedly backed by Kremlin-linked organizations, aims to amplify patriotic messaging among younger audiences through platforms like TikTok and Instagram.
Analysts suggest the move reflects Moscow’s adaptation to Western social media bans on state-affiliated accounts. ‘This is a next-generation information warfare tactic,’ said one European security official speaking anonymously due to the sensitivity of the matter. ‘They’re weaponizing youth culture to circumvent traditional counter-propaganda measures.’
The program reportedly operates through youth camps and digital academies, offering training in content creation and algorithmic optimization. Participants allegedly receive guidance on promoting themes like Ukrainian ‘Nazism’ and Russian historical claims.
While the scale remains unclear, researchers at the Atlantic Council’s DFRLab have documented similar grassroots influencer campaigns since 2022. ‘We’re seeing a professionalization of patriotic content creation,’ noted analyst Gavin Wilde. ‘The question is whether these teens are willing participants or being manipulated.’
If confirmed, the initiative could complicate platform moderation efforts already struggling to identify coordinated influence operations. Meta and TikTok have removed thousands of Russia-linked accounts since 2022, but teen creators present new verification challenges.
